Description

John Snow Health Zambia Limited (JSH) is a Zambian organization committed to working with governments, non-governmental entities, the private sector, civil society, and communities to improve the provision of public health services. JSH is a not for profit organization, specifically a private company limited by guarantee, that was registered in March 2019. Our sectoral expertise includes public health, supply chain management, health information technology, and private sector engagement with demonstrated strong capabilities in each of these areas. Currently, JSH operates in all ten provinces of Zambia. JSH with support from USAID implements two main five-year projects, the Electronic Supply Chain Management Information System (eSCMIS) Project and Zambia Accessible Markets for Health (ZAM-Health) Activity. These projects are implemented with partners including John Snow, Inc. and JSI Research & Training Institute, Inc.

JSH requires support to streamline financial and accounting systems to address aspects of indirect costs and fringe benefits. With the recent addition of ZAM-Health, the organization is now using indirect costs for all USG awards. This shift requires changes in financial policies and accounting systems. The support of a senior accountant/finance specialist is required who has experience with USG and generally accepted accounting principles and IFRS. Knowledge of Zambian standard practices and statutory requirements is helpful. Anticipated support includes harmonizing inputs from both projects, and ensuring general audit readiness specifically around JSH’s indirect cost policy and systems:

Responsibilities 

  • Review and updates to accounting system and procedures: Finalize methodology for recording overhead revenue and expenses, set up any coding/templates needed, ensure QuickBooks (QB) databases and invoicing is up-to-date for both projects accurately reflecting overhead revenue and expenses, set up the overhead pool. Develop and update related SOPs and/or Finance Manual sections.
  • QuickBooks Harmonization / Mapping: Review of treatment of fringe and overhead in project and corporate QBs databases to ensure alignment. Including review and confirmation of consistency in project numbers, account codes and other database setup. Develop template and complete reconciliations between eSCMIS, ZAM-Health and corporate JSH databases including cash alignment with revenue minus expenses, etc.
  • Set up system for managing, tracking, reporting on the overhead budget: This entails support to finalize the system for management and tracking the organizational overhead budget, what inputs are required from eSCMIS and ZAM-Health for monthly reporting, etc. reporting templates including overhead available versus recovered, system and formats for monthly and annual reconciliations.
  • Finance Policy update: Recommend adjustments to finance policy to reflect new procedures for management, tracking, and reporting on overhead as well as accounting treatment of overhead revenue and expenses.
  • Signatory Policy: Expand the current signatory policy to include a section on overhead costs and signatories for standard categories of overhead expenses (per categories listed in the cost policy statement).
  • Cost Policy Statement: Review cost policy statement and recommend improvements.
  • Fringe benefits: Set up fringe benefits pool for ZAM-Health in alignment with fringe pool existing on eSCMIS. Review/update guidance for recording fringe benefits expenses and accruals in QuickBooks. Harmonize approach between QBs databases.
  • Fringe benefits: Provide analysis of options for recovering fringe benefits as part of overhead rate and guidance on how to transition from direct costing fringe benefits to inclusion in overhead.
    Other as needed/specified during the TA related to the above items.
