The USAID Electronic Supply Chain Management Information System (eSCMIS) project is mandated to transform the eLMIS into a next-generation eLMIS, working collaboratively with the Ministry of Health (MOH), Medical Stores Limited (MSL), the Churches Health Association of Zambia (CHAZ), and other key supply chain partners. The first year of the eSCMIS project, implemented by John Snow Health Zambia Limited (JSH), has been characterized by project setup and transition, system assessments, the provision of technical support, and the implementation of enhancements to the Electronic Logistics Management Information System (eLMIS). Notwithstanding COVID-19 restrictions, the project was able to adapt its FY2020 work plan and achieve many of its objectives. This included laying the foundation for rapid deployment once travel restrictions are lifted, conducting a countrywide system assessment to gather requirements for system enhancements, migrating 151 eLMIS Facility Edition (FE) sites from version 3.8 to 4.1.0, implementing key strategies in the eLMIS Sustainability and Transition Plan, and strengthening strategic collaborations with implementing partners.

JSH in collaboration with USAID DISCOVER-Health and Zambia Partners Against COVID-19 (ZPAC-19) entered into an agreement with Prudential Life Assurance Ltd to print COVID-19 IEC materials in all the 7 major local languages and to distribute them to traditional leaders across the country. These materials were aimed at reinforcing COVID-19 messaging and the adoption of COVID-19 preventive behaviors, as well as encouraging timely access to care for those who are symptomatic. This support from Prudential Life Assurance has assisted chiefdoms cement gains in behavior change, to prevent the further spread of COVID-19. 

The onset of COVID-19 highlights a genuine challenge: the need for existing systems to meet new demands while simultaneously sustaining product availability for existing routine services. Based on their strong experience in supply chain and information systems, Zambian MoH has been able to successfully anticipate the impact of an epidemic on regular supply chain operations and then develop and implement interventions to accommodate these new demands. The presentation looks at supply chain performance before and during the COVID-19 pandemic, the degree to which the pandemic has affected the Zambian supply chain, and then how the Zambian supply chain and eLMIS were effectively scaled to enable the distribution and monitoring of COVID-19 supplies and equipment while at the same time continuing to support other services.
