The USAID Zambia Accessible Markets for Health (ZAM-Health) Activity is a five-year project to expand the availability and accessibility of high-quality health products and services in the private sector (PS), improve health knowledge, and increase the adoption of healthy and health-seeking behaviors. The program will employ private sector approaches such as marketing, social franchising, and partnerships with for-profit entities to achieve these outcomes. USAID ZAM-Health is implemented by John Snow Health Zambia (JSH) in partnership with JSI Research & Training Institute, Inc. (JSI), Media 365 and PharmAccess.

John Snow Health is seeking a highly qualified Supply Chain Senior Advisor for the USAID ZAM-Health project. This position provides strategic, technical and programmatic support to the project and is responsible for the design and implementation of supply chain activities aimed at expanding the availability and accessibility of priority health products and services. She/he will work in collaboration with ZAM-Health teams, partners, government and public and private stakeholders to ensure well-functioning commodity management systems for all phases of the supply chain for the social marketing program. This is a full-time position based in Lusaka, Zambia. The position reports to the Deputy Chief of Party – Technical Programs.


  • Works closely with Regional and Provincial Office leadership to direct regional social marketing activities and provide guidance, coaching and mentoring to Supply Chain staff based in regional and provincial offices.
  • Utilize human-centered design approaches to facilitate strategic partnerships between public and private sectors to enhance affordability and availability of priority health products in the private sector;
  • Provide supply chain support on Family Planning, HIV/AIDS, maternal and child health, lab equipment and other priority health commodities in the private sector;
  • Provide technical assistance/support to PS service delivery points related to access to ZAMSA drugs and commodities logistics system, logistics management information systems (LMIS) and LMIS data management;
  • Conduct PS training, monitoring and supervision in areas of forecasting and quantification, stock management, pipeline monitoring and procurement planning;
  • Work with ZAMRA and other relevant bodies to ensure compliance of all socially marketed commodities;
  • Represent USAID ZAM-Health at various technical forums with other cooperating agencies, collaborating partners, PS Associations, Ministry of Health officials and/or donor agencies. Participate in various Technical working groups, as required;
  • Develop innovative approaches and models for performance and quality improvement for PS access to priority health commodities;
  • Identify solutions to policy/regulatory barriers that limit engagement of private sector suppliers/distributors in the delivery of priority health products;
  • Work collaboratively with team members and relevant stakeholders to develop strategic implementation plan for roll out of products and services;
  • Stay current with information on PS commercial and other supply chains related to FP/MNCH, HIV/AIDS and other health products and incorporate into programming and project communications strategies;
  • Contribute to timely review and completion of project monthly, quarterly and annual reports;
  • Attend project-related and task team technical meetings and debriefings;
  • Provide inputs to work plan development, budgeting and monitoring;
  • Mobilize social and political support at all levels to create and sustain an enabling environment for PS access and affordability of priority health products;
  • Implement and adhere to JSH’s personnel, financial, operations and fraud management policies;
  • Travel to regional offices as needed, and Perform other duties as assigned by the senior staff.



  • B.A. or higher level degree in Pharmacy, Masters in Public Health is an added advantage.

  • Minimum of 8 years of experience working with public health supply chain systems at local, regional and national level.

  • Demonstrated expertise in all phases of SCM: forecasting, quantification, ordering, storage, distribution, monitoring and reporting.

  • Strong familiarity with innovative models in product delivery systems.

  • Demonstrated thorough understanding of the public and private supply chain combined with practical experience and general business acumen.

  • Demonstrated experience successfully engaging with public and private sector partners. Excellent networking, negotiation, and relationship building skills.

  • Ability to forge partnerships and create shared value among various partners/stakeholders.

  • Prior experience working to strengthen capacity of health facilities for improved commodity management in resource-challenged settings. Experience working with developing markets, preferably in the Eastern-Southern African region a plus.

  • Strong problem-solving skills, analytical skills, particularly related to market analytics and client-centered supply chain models.

  • Supervision, mentoring and coaching experience needed.

  • Excellent verbal and written communication skills and strong interpersonal skills.

  • Previous work experience with USAID preferred.
